Labor Trafficking Subcommittee

WHAT IS
LABOR TRAFFICKING?

Labor trafficking is defined as:

the recruitment, harboring, transportation,

provision, or obtaining of a person for

labor or services through the use of

FORCE, FRAUD,

or COERCION

for the purposes of subjection to

involuntary servitude, peonage,

debt bondage, or slavery.

NOTE: Labor Trafficking and Sex Trafficking often intersect. When looking at labor trafficking indicators signs of commercial sexual exploitation may be evident.

The Regional Labor Trafficking Subcommittee brings together human trafficking task forces and multidisciplinary teams (MDTs) from Marion County, Washington County, and Clackamas County, as well as agencies from Multnomah County and that serve across the state to combat labor trafficking in Northwest Oregon.

Our mission is to strengthen collaboration among local agencies, ensuring survivors of labor trafficking receive culturally specific, trauma-informed services. By working together across county lines, we can better identify, support, and protect vulnerable individuals who are at risk of exploitation.

The subcommittee serves as a regional hub for:

  • Coordinating efforts between law enforcement, service providers, and community organizations.

  • Raising awareness of labor trafficking in NW Oregon.

  • Improving access to survivor-centered support services.

  • Sharing resources and best practices to effectively combat labor exploitation.

Through this united approach, the Regional Labor Trafficking Subcommittee is committed to ending labor trafficking in Oregon and empowering survivors with the care, dignity, and justice they deserve.
